I am using

the current Thunderbird Beta (60.0b10 64-bit) on
macOS 10.13.6 (17G65), using
GnuPG 2.2.8 (installed via homebrew), and
Enigmail 2.0.8.

When I open Thunderbird, or enter and exit its preference pane, Enigmail prompts:

In order to use Enigmail/p≡p, GnuPG is required. As we could not find it, we suggest to download and install it for you.

This is in spite of GnuPG being installed, namely, at:

/usr/local/bin/gpg (this is the version I use on the command line)
/usr/local/MacGPG2/bin/gpg (via MacGPG2).

Weirdly, Enigmail appears to detect both instances, in a way.
That is, the console lists /usr/local/MacGPG2/bin/gpg as EnigmailAgentPath:

In my Enigmail preferences, Enigmail declares that it found GnuPG at /usr/local/MacGPG2/bin/gpg, but I opted to override this setting with /usr/local/bin/gpg.

Decryption works fine; I haven’t tested encryption.

Looks like you don't have the latest version of the pEp Engine.
I recommend you do the following:

Stop Thunderbird

open a command line and execute:

killall pep-json-server
rm -rf /Users/odin/Library/Thunderbird/Profiles/diu0518z.default/pepmda/

Then restart Thunderbird.
