#892 Send if not encrypted warning not reliable
Enigmail does not ask for aknowledgement before sending an email unencryptedly despite the setting "Send" => "Aknowledge sending" => "Only if not encrypted" is set in the Enigmail Settings if the checkbox "Activate OpenPGP support" has not been checked for that account.
Also I'm missing an expert function for sending a message to an email address by using the public key for another email address.
This is available in Enigmail in 2 variants:
1. If you actively enable encryption and there is no key for an email address, a key selection dialog will pop up. If you don't get the dialog then you changed the Enigmail configuration and disabled that functionality
2. You can define per-recipient rules that allow to specify specific keys.
