In at least two situations it appears that the p≡p mode cannot be force-enabled for classic Enigmail users: the option appears gray in Preferences -> Privacy.

Could be reproduced for a Debian system which updated to Enigmail 2.0 with existing keys and Enigmail settings.
The p≡p mode is also not enforced (e.g., even no pepmda/ folder is unpacked) if in the configuration editor the junior mode is manually set to 2. Also a restart doesn't help.

I believe that this is a bug in pepmda. Force-enable is only possible if pepmda can be downloaded AND executed without error. And I think that the latter failed with the wrong locale.

I've updated enigmail in debian experimental to 2.0 (plus several of the bugfixes you've already committed on the 2.0 branch, thanks!). I haven't uploaded 2.0 to debian unstable yet because of https://bugs.debian.org/787774 which i still have not resolved :(
I believe that we can close this. AFAICT, this only happens on systems that don't support pEp for whatever reason.
