How to reproduce:
1. Create a Per-Recipient-Rule and select one ore more valid keys which have not the same email as the rule.
2. "Modify" -> "Select Keys"
3. In the "Key Selection" dialog the previous selected keys are not checked. That's the regression. So if you want to add or remove one key from the rule you have to select all other keys every time again.

    Short key IDs in pgprules.xml (edited manually or added from Key Management->Add to PRR) appear checked in the PRR editor. Long key IDs are unchecked.

    However, the PRR editor saves everything as long ID. Thus, the keys will be unchecked the next time the PRR editor is opened.
