#42 OpenPGP header appears even when mail is non-signed

I find that the openPGP header, with key and target URL, once requested, is
embedded in every mail, whether or not the mail is invoking a signed or
encrypted feature.

I view this as undesirable; this optional header should only expose this
information in mails where the PGP features are applied.

I see this in WinXP implementation, but expect the same behavior would be true
for Linux/everywhere.
