Yes of course,

encode2mpeg -o mydvd -mpeg -dvd -encode 0:0:1 -video 1.mpg -video 2.mpg

But keep in mind that if the svcd has 44100 Hz audio the resulting dvd
may not play on many dvd players. 
It is better to reencode the audio with:
-srate 48000 -encode n:0:1
were n can be 4, 6 or 7.
