It is hard to figure out were is the problem with such information.

Run encode2mpeg only on the wotw-003.vob file like this:

  encode2mpeg -o TEST -dvd -encode 0:0:1 -mpeg -debug wotw-003.vob -mpegonly

and send me the log file and debug file.

If possible, try to use mjpegtools 1.6.2 or 1.8.0
