The answer is yes. The option -usesbr will always work, but it should be used
only if other options are unable to accomplish what you need.
You can try the following:
1) -mpeg1vbr (VCD)
2) -encode n:3:i
3) -qmatrix kvcd
4) -usesbr
And you should really read the documentation! It's all in there.
