Enabling the safety prevents the deity from executing a
command that might disturb the game. either something
silly/accidental like a "des", or "look" (did you know
that if a deity does a look from a player's sub, the
periscope gets spotted?) command, to the more nasty
"give, edit, setsector, etc".
