#89 Let deity run command as another player

The declare command lets the deity run it as another
player. This would be useful for other commands as well.

However, adding this feature to commands is
problematic, as it clutters up syntax and code.
Instead, we could have some means to let the deity run
an arbitrary command as another player. This may be
somewhat hairy to code.
