#86 Consistent movement prompt commands

The movement prompts accept different characters and
sometimes interpret them differently. They should be
more consistent.

All movement prompts accept the six directions and 'h'
for stop.

move, explore, transport, navigate support 'v' for
view. navigate lists ships in addition to the view.
march doesn't support view.

navigate and march support 'i' to list ships / units.
move, explore and transport can't list what is being
moved. Would be nice to have, e.g. to check things
after running into interdiction.

navigate and march support 'f' for changing flagship /
leader.

navigate and march support 'M' for map and 'B' for bmap
around current position. move, explore and transport
use 'm' for map (takes an argument, which is
undocumented and obscure), and can't do bmap. It also
doesn't work in explore. navigate and march use 'm'
for sweeping mines.

navigate and march support 'r' for radar, 'l' for
lookout and navigate supports 's' for sonar.

navigate and march suppress the minimap before the
prompt if there was any 'M', 'B', 'r' or 's', as these
print a map, although it is not around the current
position if direction characters follow. move, explore
and transport don't suppress.

All discard remaining characters after 'h', an
unrecognized character or various errors. move,
explore, transport also discard after 'm', because the
discarded characters were interpreted as map argument.
navigate and march also discard after 'r', 'l' and 's'.
