One bug, one inconsistancy, one suggestion
Bug: tactical non-marine missiles interdict their owner's
planes when transported and commodities when moved.
They do not interdict owner's lands when marched.
Inconsistancy: intercept missiles will not chase planes
that cost < $1000, however tactical non-marine missiles
will interdict the softest land unit irrestpective of cost.
This makes it hard to design anti-tank type missiles.
Suggestion: I suggest another capability analagous
to "marine", perhaps called "anti-armor" or similar, that
restricts tactical non-marine units to
interdicting/attacking land units only.

Further Comment: The reported bug is artifact of players
being declared hostile toward themselves. (This does not
normally happen, except deliberately by deities.) Therefore,
withdraw it as a bug and make it a request as such:
Inconvenience: Planes and lands (and possibly ships and
forts) should not interdict their owners regardless of their
owner's psychological well being.

Players can't declare relations to themselves. Deities can
