#26 Smarter 'spy' BTU use

If you issue a wide area spy command, such as 'spy
#31', the command will use BTUs when there is nothing
available to spy with. The amount of BTUs used is the
same whether there is something to spy with or not.

    BTU cost of spy is based on the rectangular area. It
    considers neither implicit conditions (sector owned, has
    mil) nore explicit ones, like ?mil>5.

    `spy *' can be devastating.

    Works as designed and documented. A case could be made for
    a BTU rule that depends on the number of *foreign* sectors
    you *actually* spy into. But that's a (valid) feature request.
