#21 order, sorder, and qorder should all be merged

qorder and sorder should be flags within the order
command.

Both this and the "sail"/"unsail" issue go to a common
point; commands should all have a roughly similar
structure, to make learning of new commands intuitive.
Right now, it's haphazard. How one command behaves is
the creation of one Empire maintainer, and how another
one behaves is the creation of a different Empire
maintainer.

Blech! It's like trying to follow a chess game that
alternates between P-K4, and E2-E4.

The autonav feature was removed in commit 48e656c, v4.3.33. The general observation that our command set is too irregular is of course as valid as ever.
