#14 Limit radar stations to be built at tech <x>

Radar can be built in the beginning of the game, when
you're still banging the rocks together. Seems silly.
Instead, restrict radar sector construction akin to
bridges. Establish tech level appropriate to build them,
perhaps around when F2 planes become available.
