#55 range command limits range of manual sorties

The range command limits planes' range, which is useful
for limiting interception. It may be occasionally
useful to set up oddly shaped
mission areas.

But it also limits range on manual sorties. Say, I
ranged down a few fighters some time ago. Now I grab
them as escorts for a raid. They have enough max.
range for the raid, but because they are still ranged
down, they disobey my order and stay home. The strike
package gets slaughtered.
