Insufficient happiness is supposed to cause civil
unrest. But this is unlikely to happen, even with very
large happiness deficit.
A sector's loyalty sct_loyal is between 0 and 127. Low
numbers mean good loyalty --- the pox on whoever coded
it backwards!
If sct_loyal>0, then it randomly changes at the update:
75% chance for
sct_loyal -= etu/4, else sct_loyal += etu/8. Expected
loyalty change is
5etu/32.
Loyalty suffers when people want more happiness (20%
chance per point below happiness needed for sct_loyal
+= 1d(etu/8)).
Even when lack of happiness harms loyalty every update,
the expected delta is still positive: 3etu/32. That's
why your own people are so docile.
