#27 HAL support for /proc/hal

HAL lends itself well to the virtual proc filesystem
concept. Adding support for /proc/hal would allow
configuration and inspection of the hal system through
the proc filesystem. This interface would not
necessarily displace halcmd, but could provide most,
if not all of the features that halcmd provide.
