#134 Changes to how RT errors are handled in axis.

When starting openGL windows on my atom machine there is a rather large latency spike (30K+) needless to say starting axis causes problems and we get two latency errors on every start up (and then no more).
The feature request is to delay notification of RT errors by a second (or 3) until axis is fully started and its openGL window is running.
Also it would be useful if the squelching of RT errors was configurable, It would be useful to be able to see RT errors if they continued to occur during operation.
Perhaps something like a checkbox to squelch RT errors and display them something like, "4324 RT errors occurred in the past minute" which will stop it from flooding but still inform the user.
I'd suggest the default would be to keep the RT error display on by default, and the check box to disable the notification.
