#374 Hm2 encoder not initilizing properly

If hm2 encoder is connected to a (unconnected?) signal it causes weird errors at start-up. Such as the DRO not being zero when it should be.

apparently, this kind of command:
net x-pos-rawcounts <= hm2_5i25.0.encoder.00.rawcounts

    I just pushed an attempt at a fix to a branch called 2.5-hm2-encoder-rawcounts-fix on git.linuxcnc.org.

    Fixed in v2.5.4-15-g51a0afc (and 2.6 and master). Thanks to Chris Morley for reporting it and to Michael Haberler and Chris Radek for fixing it.
