#290 LOCKING_INDEXER = 1 does not fully work on linear axis.

When adding LOCKING_INDEXER = 1 in the ini for a non rotory axis the axis cannot be jogged or commanded with other axis but the axis.N.unlock and axis.N.is-unlocked pins are not created.

I think it should be all or nothing but I do see this as a benifit for linear axis. (Granted - the name isn't condusive to a linear axis....)
