#410 embossversion -full (new output information)

EMBOSS reports the version number of EMBOSS (and an EMBASSY package for
an EMBASSY application) when anyone uses the -help qualifier.

It also reports the package version number and other information in the
output of embossversion

I will check how many library version numbers we have and add them to
embossversion -full (I think we can keep the -help output simple for now)

e.g. plplot, pcre, zlib, expat
