Yes. The 64-bit version can open big file. If you have enough memory (Emacs reads the entire file into memory), I think several gigabyte has no problem. But you may not want to do it. Because open a file larger than 100M makes Emacs slow. If you really want, you can try package like vlf, which split file automatically.
