#3 Sometimes people forget to call an elevator

Sometimes (about once or twice a simulation) people
forget to call another elevator, if the capacity of the
current elevator is not big enough.
The problem must be somewhere in the monitor or in the
control. My suggestion is the monitor, but I'm not
sure.
This error is critical, because it influences the
statistics in a dramatic way.
