I am curious about which .OUT file could export the data of the time-dependent density of state, as shown in attachment.
PS. Does the latest version of ELK improve the parallel efficiency compared with the previous version?

The output is written to files with names like TDOS_TS0xxxxxx.OUT. where xxxx is the time step. In order to write TD-DOS you must set tddos .true.
in elk.in and
ntswrite 1000
This indicates that the DOS is written each 1000th step.
