#590 Add a 'Build Prerequisites' section to the libelf tutorial

Add a section to the 'libelf by Example' tutorial listing the software libraries needed to compile and build its contained examples.

The list of packages varies by operating system: while the examples would build out of the box on most BSD systems, Debian & Ubuntu would need additional libraries (e.g. libbsd-dev) to be present.
