[Elftoolchain-developers] Building additional documentation

INSTALL contains a caution for FreeBSD:

> - Building additional documentation is not currently supported under
>   FreeBSD 11.3.

Other operating systems have a similar note. However, there is no
issue building on FreeBSD that I can see; the generated
libelf-by-example.pdf looks fine. Was there an old issue that's no
longer relevant perhaps?
