[Elftoolchain-developers] New `elftc` library

A small "HEADS-UP" to the list: I've started a "elftc" library under
$SVNROOT/projects/libelftc/.

This library would contain:
- code that is shared by multiple utilities in our toolset,
- convenience functions.
