[Elftoolchain-developers] Small elf(3) patch

elf(3) mentions two deprecated functions: elf_getshnum(3) and
elf_getsrstrndx(3). The patch below replaces them with references
to elf_getshdrnum(3) and elf_getshdrstrndx(3) and it adds a paragraph
about elf_getphdrnum(3).
