#357 Activation/Moderation of Objects

I need an (optional) feature: Moderation of Images
If Moderation is activated, new images, submited by users, should be deactivated by default.

__image status declaration__
deactivated:
- status after submit of a new image
- user see his image in edit mode and can change it
- image is not shown in thumb gallery/browsing
- user see in edit mode the status of the image

activated:
- image is visible anywhere (like in mediashare 3.2.0)
- image is not replaceble (feature is deactivated
- user see in edit mode the status of the image
- default status, if moderation is deactivated

declined:
- status after decline from admin
- user see his image in edit mode and can delete
- image is not shown in thumb gallery/browsing
- user see in edit mode the status of the image

activate image:
can be done from admins. after activation, image has status activated

decline image:
can be done from admins. after activation, image has status declined.
owner gets an email, defined by language defines
