#140 delete publications

The delete function in the pubedit dialog does not really delete a publication (version in standard workflow), it only takes it offline and moves it to the depot.

There seems to be no difference between the operations Delete and Take offline in the pubedit dialog. Two operations with the same results?

Publications can only be deleted from the database in the history view.
