Elevations C++ for CSV / News: Recent posts

The project name was changed to avoid clashes. It is now called "eleve".

The HTML class definitions are now available through the project site.

This is now stable as a source release.
It will install and generate its documents.

The first version of the C++ CSV file processing library has been issued.
It's big doxygen PDF file.
