#48 apostrophes in file names=>no inline viewing

It seems that an apostrophe in a resource name/filename
will result in the file being an attachment (sp=T
rather than sp=F) when viewed in the context of a
ResourceWebPage. (No problem exists when merely
inserting the image into the page).
