Initial Comment:
Ability to set up a threshold on numerical values. Then 
define different level of alarming and generate them 
through SMTP or other mean.

The implementation should use the JMX capabilities such as 
Monitor and so on, to be portable accross implementations.
Alarming should includes :
- three or four levels for monitoring : normal, warning, 
exceeded, etc.
- different triggering methods : on value threshold, on number 
of threshold, w/o retriggering, etc.
