[Ejbca-develop] encrypted S/MIME mails

HI!

It would be really cool if EJBCA would send temporary passwords etc. in S/MIME
encrypted e-mails if a recipient cert can be found in the DB.

Something configurable like:
- Search recipient's S/MIME cert by CA, cert profile, EE profile combination.
- S/MIME policy opportunistic vs. mandatory
