I wouldn't say easily. You need to have good knowledge about many 
things, among them BouncyCastle probably.
You need to dig deep, or find someone to do it for you.
Own cryptographic algorithms are rarely (never) interesting for the 
wider community as it is basically exclusively governments to create 
such things.
