[Ejbca-develop] status GENERATED in case of expired enrollment code

HI!

I've set up the "User Password Expire Service" which works and sends the user a
notification about the expired enrollment code.

But it sets the status of the user to GENERATED which triggers another e-mail
notification in my setup informing the user about a cert being successfully
issued to him.

Why not set the user to status FAILED?
