At least the Apache Ant 1.8.2 binary zip from the official project page
should work with EJBCA build scripts.

Perhaps you could try using that version?

How did you install the Apache Ant 1.9.4? Did you download it from
Apache project page, or did you install the distro one?

If you happen to discover that EJBCA builds ok with Ant 1.8.2, but not
with 1.9.4, it would be useful if you got back to us with that info :)
