[Ejbca-develop] The design of External-RA API

Hi,


I want your opinion regarding changning the design of the current
External-RA,
I want the registration of entities to be on external-ra side, all entity
profiles creation and adding end entities to be on the RA side, and the CA
custom worker get these new end entities from message database and approve
them.
Then the current existing external-RA for issuing certtificate comes for
the entities registered above and approved by CA-Admin.
