[Ejbca-develop] Require approval for certificate creation when sending a CSR

Hello,

is it possible to configure EJBCA so it requires an admin to approve
certificate creation when receiving a CSR?
So when an approved user requests a certificate, I want to have an approval
step for the public key in the CSR.
(I'm not referring to the approval of the End Entity, which can be
configured via the certificate profile.)
