If you have a non-working publisher, I guess the following table

http://www.ejbca.org/library/tables/PublisherQueueData.html

holds the queue.  Note: working at the DB-level in EJBCA using SQL
is a bit like manipulating the Registry in Windows...  You do it
on your own risk.
