I am new with EJBCA, We are in the PDF Digital Signature project and we are preparing for a limited budget, can we just use 2 HSM ( Root and Issuing) + 1 EJBCA Enterprise and 1 SIGNSERVER DOC Enterprise for this?

Hi Don,
I'm not sure what you mean by your question. If you ask if EJBCA and SIgnServer works with 2 HSMs, the answer is surely yes. Even 1 HSM is enough.
If you ask about some specific signing standard compliance? We need more details.
