#10 nickname prefixes for admin/owner status

I would love to see EIRC working with the nickname
prefixes for owner (+q, prefix ~) and admin (+a, prefix
&) of UnrealIRCd

At the moment, Nicknames with ~ or & can't be pvt'd by
double clicking them and if someone gains eg. +a and
+o, he appears twice in the nicklist (once with green
circle and once with &)
