#15 Annoying scroll on output

the scrollbar in the channel window is almost rendered
useless, as the applet autoscrolls on output in the
window. when i scroll back in the channel window to
read earlier messages, and in the meantime someone
writes to that channel, eirc automatically scrolls to
the last line, so i have no chance to read the earlier
messages.
