#8 Add abillity to import XML file for course info
The eipen-server XMLRPC interface should accept an XML file and parse it for the course information.
Default behavior should be to log any duplicate courses to the error log as a warning, but not add it.
See the getCourseXML in eipend-xmlrpc.py in eipen-server to see exported format.
