#14 track the owner of the top discard

We'll need to track who the owner of the card that's on
top of the discard deck was.

For example, if I lay down the Delayed Blast it skips
Player 2 and Player 3 will get the effects. If he plays
the Fuck You card then the game is reversed and *I* get
the cards back, NOT player 2 ...

Storing this information would either be a game
variable or a deck variable

we would only need to know this information on cards with
effects, unless we planned on implementing the house rule of
allowing people with identical # and Color cards to jump in
line (e.g. putting a Yellow 2 on a Yellow 2 even if it's not
your turn).
