[Edoc-announce] First Release of EDoc++ (ver 0.0.1)

The first release of EDoc++ has been made. Although titled an alpha
release it should be completely functional.

EDoc++ is a tool for performing static analysis of exception propagation
through C++ source code. It also has the ability to document the
propagation of exceptions in a format that can be used by Doxygen.
