#21 Cant Deny in ACL

I've tried:-
disallow = nnn.nnn.nnn.nnn
or
deny = nnn.nnn.nnn.nnn
aor
various other flavours/combinations in the edna.conf [acl] section, but cannot get EDNA (latest ver) to deny access from a specified IP.

Am I doing something wrong, or does it only pay notice of 'allow' rules.

I need to block an unruly user without having to set up allow rules for all other users individually.
