The ECE is designed to be multi-language. But currently there exist no real translation to an other language. Please contact me or an team member if you are interested to translate the ECE into an other language.
For translating the ECE into an other language, you do not need any java-skills. You only need a text editor with XML syntax highlighting and an basic under standing of XML. Last may be learned on demand. :)
The ECE differs between multiple languages types. All types will/can be chosen and translate separately.
The GUI language is defined by the OS you run the ECE on. If the OS tells the ECE it is in e.g. German, the ECE will show the menus in German. If OS tells ECE a language the ECE do not know, it falls back to English menus.
You find the GUI text within the following files and you can create more files for other languages.

The Game Language is defined by the "xml data base", which can be found within the config folder. You will find languages flags within the xml files. If the language flag is within the root element you can just create a second file and translate all entries, e.g. capabilities. If the language flag is part of sub elements you just can insert the translation into the same file, e.g. names.xml.
While for the ECE the PDF-templates are just black-boxes where it fill-outs the PDF form fields, there is only an indirect way for character sheets in different languages: Adding more PDF-templates, which can be chosen within the ECE to export to.
