To add a custom artisan skill, goto the skills tab, then under artisan skills click '<Add Skill="">'. Then click on 'Artisan'. You will then see a popup window requesting that you enter a specialization. It will then add a skill called 'Artisan (whatever you entered)'
To add a new general skill, I guess you can go to the program's install directory and goto the user directory. Then in the eng_talents_and_skills.txt file you can see all the skills and talents. Here you can add your new entry.
